Newly inaugurated governor selected as Charter Day speaker Governor Timothy M. Kaine will be returning to Williamsburg next month for the College’s annual Charter Day ceremony. Kaine, who was inaugurated in the old capital last Saturday, will be the keynote speaker at the event, which will mark the 313th anniversary of the granting of the College’s royal charter by King William III and Queen Mary II.
